How to view and chat with fellow employees who have the app installed?

Yes, if you choose “Contacts” in the Enterprise Number Archiver and then choose “Company” this  will display all other co-workers under your administrator. You can send messages to any of these contacts and get delivery and read receipts.
Also note that when you look at “All Contacts”, there is a small icon indicating co-workers.
